The Kinzua Dam holds back the waters of the Allegheny River and Kinzua Creek, providing flood control for downstream areas. The Route 59 access offers a visitor's center, an observation deck, a boat launch, a playground/ picnic area, and a hiking trail, as well as access for bank fishing. The Hemlock Road access offers additional opportunities for fishing, with a handicapped-accessible pier.

Breeze Point Landing is a $50+ million waterfront development project, directly East of Soldiers and Sailors Park, in Warren. Along with future housing, a hotel, and other amenities, it provides easy and picturesque access to the riverfront.
